fairdm.conf.settings.logging

Logging settings: the LOGGING dict and Sentry initialisation.

Owns LOGGING and Sentry, read from the shared Env declaration without branching on the environment or on DEBUG. Sentry initialises whenever SENTRY_DSN is present. A portal adds its own logger entries by updating LOGGING["loggers"] after setup().
